1) What is .cn?
.CN is the country code top-level domain (ccTLD) for China.
2) Who can register for a .cn domain name and what are the special registration requirements/restrictions for .cn domain name?
Special requirements/restrictions for a .cn domain name are as below:

Oversea multi-national entities that have a China branch able to register .CN or .CN Registry managed CDN name through WebNIC.
or
Commercial entities registered in HKSAR which possess a Business Registration Certificate (BR) issued by the Inland Revenue Department (IRD) of HKSARG (NOT registered as a Branch)

A .cn domain name only can be applied by an organization/entity; an individual is not entitle for a .cn application.

China Branch is define as international companies, enterprises, and organizations established within mainland China (PRC), a wholly owned or share controlling entity: including a branch, a subsidiary or a representative office which is having the same “name” as the parent entity. The local entity must register with the relevant Chinese authorities. For example: IBM should use “IBM China” to register IBM.cn. Note that the condition is not including embassies, consulates, un-registered individual representatives, non-legal person organizations, and JV entities.

Registrant contact person: the person submitting the application on behalf of the Registrant must be a citizen in either Mainland China, Taiwan, Macau and Hong Kong and has a valid PRC personal ID.

WebNIC can provide partners Local Contact Service in China. Local Contact Service is chargeable, the fee is USD 10 per domain per year. Partners may refer to Question 4 for more information.

An .cn application submission is not consider as registered, domain will be under “in-auditing” status. Supporting document is required for Registry’s auditing, supporting document required to be email to support@webnic.cc within 3 days from the application submission date.
- China's MIIT ICP Recording Number:
- ICP license is a permit issued by the Chinese Ministry of Industry and Information Technology to permit China-based websites to operate in China. Website owners should apply for an ICP Licence, otherwise the Chinese Ministry of Information Industry( MII ) would not consider your website as a legal one. The ICP license is just like an online business license from Chinese government.
- China’s MIIT ICP Recording Number is required to activate a successful audited application.
- If Registrant is not registered in China's MIIT ICP Recording system, domain name will be on "serverhold" status till Registrant is able to provide Registrar with the MIIT ICP Record Number. Domain status will then be changed to "ok" and be resolvable after Registry's verification.
- Registrant need to record the name with MIIT ICP Recording system, after the application pass; email providing the Record Number to WebNIC for domain activation. You may refer to http://www.miibeian.gov.cn/ for more information on the MIIT ICP Process.
- Note that filling of a ICP request, the recording number have yet eligible for a .cn domain activation. Only recording number after the ICP request being verified and passed is eligible for a .cn domain activation. An verified and passed ICP request will have a ICP certificate.
- The requirement of submitting MIIT ICP recording number can be exempted under the circumstances below:
- For non website usage purpose. Registrant needs to submit “the letter of commitment of the usage of domain name for non website purpose”; letter of commitment is requires in both English and Chinese Version. Download the form here.
- Website server not in Mainland China. Registrant needs to submit “the letter of commitment of the usage of domain name for website whose server is not based in mainland China”. Note that by submitting this letter of commitment, the domain will not be resolved (including forwarding) to the website in China (not including Taiwan, Hongkong and Macau); letter of commitment is requires in both English and Chinese Version. - In the event that required documents and forms are not submitted on time, incorrectly completed, have unclear or hand-altered data, have incorrect or insufficient supporting documentation or do not pass .cn registry’s auditing, the domain names applied for will be automatically deleted and refund is provide.
- In the event of failed applications, a full re-application with the correct full-set of documentation will be required.

3) What is the required supporting documents for a .cn new application?
Below are the required supporting documents for a .cn new application:
1. Registrant Company Business License/企业营业执照(pdf format), the license should be within the period of validity.
2. Registrant Company Certificate of Organization Code/组织机构代码证(pdf format).
3. Business Registration (BR) Certificate (Hong Kong company only)
4. Registrant contact's personal ID (both sides, pdf or jpeg format), contact person must be a Chinese citizen in either Mainland China, Taiwan, Macau and Hong Kong and has a valid PRC personal ID.
Note that application form is no longer requires for new application submitted after 10th September 2010 under the revised policy.
Important Information:
- All registration must be submitted with Business License (企业营业执照) and Certificate of Organization Code (组织机构代码证), or Business Registration Certificate (Hong Kong company only). If the registrant does not have Certificate of Organization Code, submission of only a Business License will be acceptable. However, please note that a Certificate of Organization Code is a key document for auditing and lack of it will result in failure of the auditing process.
- Documents submitted must be consistent and tally with the information of the domain name. If the document is in Chinese form, the domain information must be in Chinese and vice versa. Only supporting documentation in English and Chinese will be accepted.
- Registrant Contact person name must be tally and match as per personal ID document. The registrant name must be submitted in sequence as in First Name/名 (Surname/Family name), while Last Name/姓 (Name).
eg: Personal ID: 李小龙
First Name/名: 李
Last Name/姓: 小龙
- Auditing will be performed by registry, once we receive notification from registry on the status, we will notify you accordingly. Auditing period will be automatically extended if the application submission day falls under a Chinese Holiday. (Such as Chinese New Year).
- Registry reserve the right to delete a domain name if the supporting documents submitted is insufficient or incorrect.
- Registry reserve the right to further acquire extra supporting documents for auditing.
4) How to subscribe .cn domain Local Contact Service?
- Partners may subscribe .cn domain Local Contact Service through partner central.
- Although Local Contact Service for .cn is subscribed, however, below supporting document is still requires to ensure that the applicant is a valid entity.
- Only an valid entity is entitle to register a .cn domain name by subscribe for the Local Contact Service.
- Registrant Company Business License/Certificate issued under respective country's law/act , within period of validity
- Registrant contact personal ID (both sides, pdf or jpeg format). Personal ID [driver license, passport, resident card/ID]
- "Letter of commitment of the usage of domain name for website whose server is not based in mainland China" OR "Letter of commitment of the usage of domain name for non website purpose". Fill in and complete ONE of the letters for both English and Chinese versions, signature and enclose with company seal
- Fill in the Registrant information, enclose with authorized signature and company seal on page 19 of the "Domain Name Proxy Agreement". Agreement can be downloaded through Terms and Condition under .cn registration page in Partner Central.
- Partners are advised to prepare the above required documents before submit the domain registration with Local Contact Service and send us the document after the application submission.
- Please send the above documents to support@webnic.cc within 48 hours from the registration application submission date and time.
- If we do not receive any documents after 48 hours from the submission date and time, the registration application will be cancelled and refunded accordingly.
5) Are there any reserved or blocked .cn domain names?
Any of the following contents shall not be included in any domain name registered and used by any organization or individual:-
- Those that are against the basic principles prescribed in the Constitution;
- Those jeopardize national security, leak state secrets, intend to overturn the government, or disrupt of state integrity;
- Those harm national honor and national interests;
- Those violate the state religion policies or propagate cult and feudal superstition;
- Those spread rumors, disturb public order or disrupt social stability;
- Those spread pornography, obscenity, gambling, violence, homicide, terror or instigate crimes;
- Those insult, libel against others and infringe other people's legal rights and interests; or
- Other contents prohibited in laws, rules and administrative regulations.
6) What is the length for .cn domain name?
Minimum of 1 / maximum of 63 characters allowed.
7) What is the term of registration?
The term of registration is 1-10 years.
8) How do I perform a .cn domain registration?
Partners may register the domain name through Quick Start Registration function. Partner may refer to “Domain Registration” FAQ for more information.
9) Can I delete a domain after registered?
Yes, partners are allowed to delete a .cn domain name after registered, registration fee is refundable within 3 days grace period.
10) What is the term of renewal?
The term of renewal is 1-10 years.
11) What is the renewal grace period for .cn domain name and how do I perform a domain renewal?
Renewal grace period for .cn domain name is 40 days, partners may renew the domain name through Quick Start Registration function. Partner may refer to “Domain Renewal” FAQ for more information.
12) Any Redemption Grace Period (RGP) for .cn domain name?
There is no Redemption Grace Period for .cn domain name which is registered before 19 March 2007 under registry NEULEVEL meanwhile Redemption Grace Period for .cn domain name which is registered since 19 March 2007 onwards under registry CNNIC is 15 days. Restoration fee is requires in order to restore a domain name, please send us an email at support@webnic.cc for further assistance if your customer wish to restore a domain name which is registered under registry CNNIC.

13) How long does it takes for a domain to release to public registration after expired and not renew?
After a .cn domain registered under NEULEVEL was expired, it will go through below life cycle:-
40 days renewal grace period -- > No Redemption grace period --> 5 pending delete
After a .cn domain registered under CNNIC was expired, it will go through below life cycle:-
40 days renewal grace period -- > 15 days Redemption grace period --> No pending delete
If partners did not renew or restore the domain name, it will be release for public re-registration approximately 45 days from the domain expiration date for domain registered under NEULEVEL and 55 days for domain registered under CNNIC. Please note that domain re-registration is on first-come, first-served basis.
14) Can I initiate a registrar transfer for .cn domain name and how do I initiate the transfer?
Yes, partners are allowed to initiate registrar transfer for .cn domain name. Please note that domain will be extended for 1 year after completion.
Registrar transfers in for .cn domain name will be allowed for Domestic-based registrars connecting through registry’s gateway. Domain names registered through non-Domestic-based registrars cannot be transferred into Domestic-based registrars, and vice versa.

15) Can I initiate a reseller transfer for .cn domain name and how do I initiate the transfer?
Yes, partners are allowed to initiate reseller transfer for .cn domain name. Please note that domain will be extended for 1 year after completion. Partner may refer to “Reseller Transfer” FAQ for more information.
16) How do I manage my .cn domain name for example, name protection, retrieve authorization information and etc.?
Partners may manage domain name through User Management function. Partner may refer to “Domain Management” FAQ for more information.
17) Can I change registrant name for a .cn domain name?
Requirements for .cn domain name's Change of Registrant Name:
- A change of registrant email request is required to be sent to support@webnic.cc by stated the current and new registrant name.
- An modification application form will send to you, the form are required to return with the business seals or signature of both current and new registrant together with supporting documents,
- Photocopy or scan version documents for both current and new organizations’ business licenses (pdf format) and personal IDs (both sides, pdf or jpeg format) of the contact person are required to submit for verification
- All requests will be verified by Registry and subject to Registry’s approval.
18) Does a company or organization need a subsidiary in China in order to acquire a .cn domain name?
.cn domain name registered before 14th December 2009 will able to perform online modification as usual.
However, .cn domain name registered from 14th December 2009 onwards will not allowed to perform online modification.
Requirements for .cn domain name's Whois Modification and DNS Update:
- A Whois Modification or DNS Update email request required to be sent to support@webnic.cc by stating the current and new information.
- A modification application form will send to you, the form are required to return with the business seals or signature of the registrant’s organization together with supporting documents
- For registrant’s contact person name change, photocopies or scanned version documents of personal IDs (both sides, pdf or jpeg format) for both original and new person are required to submit for verification
- All requests will be verified by Registry and subject to Registry’s approval
19) Does WebNIC provide Internationalized Domain name (IDN) for .cn?
Yes, WebNIC does provide IDN.cn domain name.
