SGNIC Domain Launch of Chinese Domain Name

On 3rd November 2009, SGNIC announced the launch of Chinese Domain Names (CDNs).

Registrations can be made through your Webnic Premier Partner account and are available in all the domain name categories, namely .sg, .com.sg, .org.sg, .net.sg, .edu.sg, .gov.sg, .per.sg.

Registrations are subject to the "SGNIC Chinese Domain Names (CDNs) Launch Guidelines" which prescribes policies and procedures concerning applications during the various phases, priority claims, biddings and other general implementation details.

Applications during the first three phases will be on batch-processing for each phase while applications for the General Launch will be on a first-come-first-served basis. Please refer to the launch schedule and relevant documents below for more details.

PRIORITY PHASE 1 – GOVERNMENT APPLICATIONS
Chinese Domain Name Registration Process:

1. In order to submit a CDN, partner needs to fill in a registration form. You may download the Registration Form here.
2. After the registrant has filled up the registration form, please email us at support@webnic.cc with the completed form. Please note that all registration form needs to be compiled together.
3. All applications under the Phase 1 – Government applications must be submitted before 21 Dec 2009 09:00 (GMT+0800), failing which your application will be cancelled. Please refer to FAQs for more details on the launch scheduled.

Terms and Conditions:     Please ensure the information provided for domain name application is true and accurate SGNIC reserves the rights to take back the domain name if information provided is false. All applications for single character CDNs and Numerical CDNs will be charged a premium and additional amount. In the event that there is a dispute between two or more Government Agencies regarding the registration of a CDN, SGNIC will provide the Government Agencies with a timeline during which, pending resolution of the dispute, that CDN will be suspended. Webnic shall have the right to amend the guideline at any time from time to time and will publish the amended guideline on website. Each amended version of the guideline will become binding and effective on all applicants on the effective date specified by Webnic and will supersede all previous version of guideline Webnic reserves the right to terminate the applications anytime and reserved the right to charge the shortfall of there is any violation of the above rules.

PRIORITY PHASE 2 – TRADE MARK OWNERS APPLICATIONS  

1. To submit a .sg CDN, partner is required to fill up a registration form and a Priority Claim Form. You may download the Registration Form and Priority Claim Form here.
2. Please email the completed registration form and priority claim form together with the supporting documents (copies of trademark registration certificate or a copy printed out from the IPOS website’s online IP search function) to us at support@webnic.cc. Kindly note that we will only accept supporting documents in .pdf, .gif or .jpg format by email.
3. All .sg CDN applications for Phase 2 – Trademark Owners must be submitted before 10 Feb 2010 15:00 hours (GMT+0800), failing which your application will be rejected. Please refer here for more details on the launch scheduled.

Terms and Conditions:     Please ensure the information provided for domain name application is true and accurate. .SG Registry reserves the rights to take back the domain name if information provided is false. All applications for single character CDNs and Numerical CDNs will be charged a premium and additional amount. Where there are two or more Registered Trade Mark owners seeking to register the same CDN and each of them qualify to apply for the CDN, the Applicants will be invited to bid for the CDN. In the event that the trade mark held by and relied upon by the Registered Trade Mark owner becomes invalid, then the CDN would be deactivated and de-registered. Webnic shall have the right to amend the guideline at any time from time to time and will publish the amended guideline on website. Each amended version of the guideline will become binding and effective on all applicants on the effective date specified by Webnic and will supersede all previous version of guideline. Webnic reserves the right to terminate the applications anytime and reserved the right to charge the shortfall of there is any violation of the above rules.

PRIORITY PHASE 3 – SUNRISE APPLICATIONS

1. To submit a .sg CDN under Sunrise phase, partner is required to fill up a registration form. You may download the Registration form here.
2. Please email the complete registration form to us at support@webnic.cc.  If there is more than one application(s), please send us the form in compile list.
3. All .sg CDN applications under Sunrise Phase must be submitted before 4 May 2010 15:00 hours (GMT+0800), failing which your application will be rejected. Please refer above for more details on the launch scheduled.
4. Each application under Sunrise Phase will subject to a USD85 priority fee which is nonrefundable. Registration fee will be paid to WebNIC as the sponsoring registrar in the situation where the domain registered successfully.

Terms and Conditions:     All entities may submit an application under Sunrise Phase, application under Sunrise Phase will subject to a USD85 priority fee per domain per submission which is nonrefundable. Where there are two or more applications for the same CDN and each of them qualify to apply for the CDN, the Applicants will be invited to bid for the CDN. Eligible Applicants will receive a notification from registry if there is multiple or more submission. Detailed information on the bidding will be provided within the notification. Registry will notify the eligible applicants of the requirements and details for bid, example bid deposit amount, bidding date, bidding mechanism via email, at the email address specified as the email correspondence address of the applicant in its CDN application. Registry shall not be obliged to provide applicants any other form of notification of the requirements for the bid. Applicant has to direct liaise with registry for more information/details on the auction process. Thus, please ensure that the email address provided on the application is valid and accurate. Bid deposit is required prior for an applicant to participant in a bidding, this is to ensure that all applications received (and which are subject to bidding) are sincere participations. All bid amounts and allocation fees will be subject to 7% GST. Bid deposits will be refunded to applicants who are unsuccessful in their bidding. Bidding fee is separated from the domain registration fee, bidding fee will be payable to the bidding party who is authorized by the registry whereby registration fee will be payable to WebNIC as the domain sponsoring registrar. Please ensure the information provided for domain name application is true and accurate. .SG Registry reserves the rights to take back the domain name if information provided is false. All applications for single character CDNs (福.sg) and Numerical CDNs (一二三.sg, 八八八.sg) will be charged a premium and additional amount. Important Notice:

• .sg - Applicable for all with a valid Singapore postal address. A foreign applicant may apply only with appoints a local agent having a valid Singapore postal address as the Administrative Contact.
• .com.sg - Applicable for companies and businesses which must be a commercial entities registered or are about to be registered with Accounting & Corporate Regulatory Authority. A foreign company may register only it has a representative in Singapore.
• .net.sg - Applicable for network providers and info-com operators in Singapore possessing a valid license issued by the Info-Communications Development Authority, and/or data storage or hosting services providers, providers of dedicated connectivity services and operators of value added networks.
• .org.sg - Applicable only for organizations which are either registered or are about to be registered with the Registry of Societies and other non-profit organization in Sinagpore.
• edu.sg - Applicable for educational institutions registered with Ministry of Education at Singapore.
• per.sg - Applicable only for Singapore citizen or permanent resident aged 18 years and above. Parents, guardians or immediate family member shall apply on behalf of an applicant who is below 18 years of age.
• Partner may validate all business firms, local companies, foreign companies, limited liability partnerships(LLP), limited partnerships(LP), Public Accounting Corporations(PAC) and Public Accounting Firms(PAF) registered in Singapore via Singapore BizFile record.
