There are no restrictions on who can register .ph domain name, it can be register by any individual or business in any country. WebNIC currently offer .ph, .com.ph, .net.ph and .org.ph.
Registrant name, first name, last Name and email address are unable to modify upon successfully of a .ph domain registration.

Renewal grace period for .ph domain name is 40 days, partners may renew the domain name through Quick Start Registation function. Partner may refer to “Domain Renewal” FAQ for more information.
9) Any Redemption Grace Period (RGP) for .ph domain name?
No, there is no RGP for .ph domain name. Partner may refer to “Domain Restoration” FAQ for more information.
10) How long does it takes for a domain to release to public registration after expired and not renew?
After a .ph domain was expired, it will go through below life cycle:-
40 days renewal grace period -- > No Redemption grace period --> No pending delete
If partners did not renew or restore the domain name, it will be release for public re-registration approximately 40 days from the domain expiration date. Please note that domain re-registration is on first-come, first-served basis.
11) Can I initiate a registrar transfer for .ph domain name and how do I initiate the transfer?

12) Can I initiate a reseller transfer for .ph domain name and how do I initiate the transfer?

14) Can I change registrant name for .ph domain name?
Yes, you are allowed to change the registrant company name, registrant first name, registrant last name by completing a change of ownership form. Please download and complete the form via http://www.webnic.cc/PHRegistrantInfoChangeFormPDF.pdf.
For changing of registrant first name and last name, please fill in the form, prepare an authorization letter with the company letterhead of the current owner authorizing the change and fax the requested form and document to registry at +63-2-632-7319.

Yes, you are allowed to change the registrant email by completing a email change request form. Please download and complete the form via http://www.dot.ph/MGChangePrimaryUser.asp and send back to support@webnic.cc. Change of registrant email is free of charge.
16) Does WebNIC provide Internationalized Domain name (IDN) for .ph?
No, WebNIC does not provide IDN.ph domain name at this moment.
